Background

Countries along the Pacific Rim as well as the Oceania and Pacific islands have vested interests in offshore wind (OSW) energy development to address the crucial issues of emission, air pollution, and energy security and independence.  In this regard, a multinational programmatic meeting, namely the Pacific Offshore Wind Energy Resources (POWER), convenes researchers, policymakers, industry representatives, and environmental stakeholders to advance offshore wind energy research and applications across Hawaii, Vietnam, and the broader Pacific region. The meeting aimed to coordinate regional efforts, align technical priorities, and foster international collaboration to accelerate the development of OSW power generation from the tropical, subtropical, and higher latitude marine environments.  Specially featured in the POWER meeting is the unveiling for the first time accurate OSW measurements from NASA satellite radar data using a patented method developed at the Jet Propulsion Laboratory (JPL), California Institute of Technology.  The NASA OSW data products for wind measurements over a decade in a 1-km grid cover vast marine regions larger than one million km2 for Hawaii (supported by NASA) and for Vietnam (supported by U.S. State Department), equivalent to deploying and maintaining one million virtual buoys to measure OSW for a decade.  If demanded by the OSW community, such NASA OSW data products can also be obtained around all island nations and territories to be made available users and stakeholders. Accurate high-resolution wind measurements are crucial as wind power production is proportional the cubic power of wind speed (i.e., 26% difference wind speed leads to 200% difference in OSW power production) so that OSW energy resources are to be best utilized for the highest return from OSW energy investment.

Objectives

The POWER programmatic meeting is organized by the Climate Hawai’i in coordination with JPL, with the Vietnam National University (VNU)’s University of Engineering and Technology (UET) Center for Interdisciplinary Integrated Technology Field Monitoring (FIMO), and with the Institute for Earth, Computing, Human and Observing (ECHO) at the Chapman University.  This meeting is to be hosted at the Hawai’i Leadership Forum on the 17th Floor of the TOPA Tower in Honolulu, Hawai’i. The objectives of the POWER meeting are to:

  • Unveil the first-ever NASA OSW measurement data products in 1-km grid for Hawaii and Vietnam and discuss potential OSW products from NASA data/method in Pacific regions
  • Feedback and requests from OSW community for potential NASA OSW data products
  • Share current research and development (R&D) efforts and site characterization data
  • Identify opportunities for collaborative technology demonstration projects
  • Discuss OSW development involving permit, grid integration, and environmental monitoring strategies
  • Support equitable and sustainable energy transitions in island and coastal communities
  • Develop collaboration for regional coordination and future funding opportunities
  • Form the international Pacific Offshore Wind Energy Resources (POWER) Working Group.

While the Plenary Meeting in the Afternoon of Tuesday 26 August 2025 serves a centroid of the POWER meeting, it is of primary importance for delegations/participants to pre-arrange/pre-coordinate side meetings for networking to develop collaboration, project plans, or future joint proposals relevant to OSW energy science, technologies, applications, and projects.  Each proposed side meeting will be for one hour at the time/day/location of your choice.  One or more of organizer/coordinators can help arrange/moderate side meetings, which can be in person or online.  Each side meeting is to be opened to all participants, unless you like to limit to certain groups only.  We will send a list of delegations/participants in the POWER meeting.
